Disappointed in PCGS state quarter grading standards

I'm not happy about this.
Purchased a pcgs (non flag) ms68 state quarter
with normal eye it looks pretty nice.
with 5x mag, oh gee, terrible.
Washington has a nice dent in his cheek
The reverse has multipe light scraches and a 3/8ths long deeper scratch plus a ding.
Maybe a ms66, maybe.
Anyone else trying to figure out why pcgs is letting these slip by?

They probably only gave this one four seconds grading time instead of the usual six.
