What language is it and what does it say?

It is Romanian. I'm not sure of the translation, though.

Heh, I'm Romanian:

Principele from what I recall means ruler
Mircea was his name
"Al" means "of"

"Nascut La" means "born on"

"Botezat La" means "christened on"

So: Mircea, ruler of Romania was born on 12/21/1912 and Christened on 01/20/1913

My encyclopedia only provides the name of the King Carol II returning in 1930 so that was no help for earlier rulers.
