Yes, it's overpriced propaganda from the Mint. But I bought it precisely because it's propaganda, i.e. minor historical value in years to come. Each coin is covered by a thin, but tight, layer of plastic film that feels like non-PVC flip plastic. You can grasp the surface of both coins and rotate them to properly orient each coin. That's about the only cool thing about this bullion coin set.
Notice the blemish on Liberty's shoulder. It's a piece of plastic (or something else) caught between the surface of the coin and the outer plastic layer. Great quality control. (The other spots are on the plastic, not the coins.)
