I think it's a proof coin and probably not cleaned. Looks like field haze, which is pretty common on these.

It's a proof but I don't know what to make of the field. Looks
somehow cleaned or polished.. poorly. You should be able to
pick up a nice slabbed Ike which looks alot better.
