US Mint Silver Proof Sets & population reports

I can't help but wonder why the stricking difference in prices from 1999 to date. I could only figure it has to have something to do with the population counts. I have not been able to find any reports on the Silver sets Anyone have any links?

    #1==Mintage not listed in the Jan, 2004 report, this is not an exact number, but pretty close.

    Thanks Anoldgoat. It seems this is all tied into thw Quarter sets. Still looking, I guess for info not avaliable, regarding the entire 10 coin set. I would think production figures should be out somewhere.
    Is the 90% silver consider clad??????

    The 1999's were limited to small purchase lots. They went up in value quickly. In 2000 everyone bought piles and piles expecting the same price increase........
