Tooling is a term generally understood as altering coin, with a "tool" to make the appearance better, like re-engraving hair details or smoothing out scrataches. Altering a coin with a "tool" that makes the appearance worse is usually not called tooling, it's usually described as damage. To put it another way, tooling is a nice way of saying "esthetic damage".

you could say that tooling is "moving metal". sometimes it's done deceptively, such as to recreate detail, sometimes it's basically graffiti.
