What is the toughest PCGS or NGC Registry set?

I'm in the PCGS registry for complete US Type set. I've debated this before, but the set includes the 1907 $10 Indian rolled edge with periods. There were 31K originally minted, with all but 42 melted. So the highest possible number of complete sets in this registry is 42.
Is anyone enrolled in one that can have fewer than 42 completed sets? TDN and his Proof Trade Dollars come to mind with a maximum of 5 sets. Any others?
