You're right that there are a lot of them floating around, but this example isn't one of them. Artificial frost is something that, unfortunately, I have some experience with.

And, the grade is (was):



The coin is just ever so close to deep cameo but, IMO, not quite there. It has enough hairlining in the left obverse field that the technical grade is really no better than MS65. However, the contrast - and thus the eye appeal - is strong enough that it warrants a little bump in the grade.

In other words, ICG actually got this one right.
