PCGS Consistency?

I just received grades from my last submission. I had 3 in the bunch that came from NGC holders. All three came back with the same grade, including the one that was a DNC the last time I tried it.
I had two get BB'd, one was in an ANACS holder and the other an ICG (these were circulated errors). Sort of bummed on these. Have to look them over when they get back. My dealer thought they would grade (he finished second in the last world series of grading). Of course, he had the one that DNC'd going down from MS62 to AU58 and the PR64 going to PR63.
Overall, pretty happy with the results.
Should add the results:
1 21475025 1883 5C No CENTS USA AU58 (this was an ANACS AU58, FS-13.7 coin. Did not get the designation)
2 21475026 1884 5C USA PR64CA (was NGC PR64CA, called Repunched 1 in date. Actually a FS 13.8)
3 21475027 NO # USA Damage 1886 was ICG AG3, detached lamination
4 21475028 NO # USA Damage 1887 ( was ANACS straight clip F15)
5 21475029 1889 5C USA MS62 (Was NGC MS62, DNC the first try in holder. Has a nice repunched date)
6 21475030 1897 5C USA MS64 (Was NGC MS64, has a nice repunched date)
7 21475031 1908 5C USA G06 135 degree rotated reverse. Bought raw on ebay (this coin is why they all got cracked out so I had the 5 coin minimum)

The 1889 was sent in as a crossover and did not cross. This time it came back in the same grade. (that is the inconsistency). The rest was just talking about the submission plus sort of a bag on those that constantly say NGC grades 1/2 to 1 point higher (none of these NGC coins were cherry picked for grade)
