    For 1998,1999 and 2000 a proof reverse was used Phily business strikes. The A & M in America are almost touching on normal strikes. There is a smace space on the type 2. Ther is also a difference in the spacing of the FG initals next to the Memorial building. According to population reports the 1999 is the rarest followed by the 1998 and then 2000. link go here and click on error/variety coins. Scroll down and you will see a link for pics.
