I have a spare 2003 or two (not more than 1 or 2 I don't think though).
I also have some spare 2004 ( I needed 24 of them so I just bought 2 rolls).....

Where does one buy the rolls? I have scoured the US Mint site and cannot seem to find the source.

You can't buy the rolls from the US Mint. Only a little more than a handful of large dealers can. Then they go to a 2nd-ary market and then to people like us.
So, you have to buy from dealers, ebay, or people that have bought some and are willing to sell them.

Prices have increased, due to the rise in the silver, since their release at the start of the year. Just FYI.
