How is NGC on Washingtons?????

I am putting together PCGS graded mint sets for my kids and I am having a hard time finding the quarters. I have spotted a couple of 1986 quarters graded MS66 by NGC and I am wondering if it would be worth the effort to try and cross them into PCGS holders.

Is NGC tighter or looser on the quarters than PCGS? Do you guys think they would have a chance at crossing? I don't have the coins so I cannot post pix, this is just a general grading standards question...

    They've been tough on the Silver Washingtons I've submitted to them lately, sorry but don't have any experience with the clad coins, but I would assume that they're also pretty tight with them.
