Definition of full bell lines?

This is PCGS definition on the website of FBL. I'm no frankie expert and would like a clarification.
Full Bell Lines
Term applied to Franklin half dollars when the lower sets of bell lines are complete (FBL). Very slight disturbance of several lines is acceptable.
Does this include both sets of lines or just the lowest set?
Tried to get this answered on the other FBL thread, I'll try again.
