Which of the following were designated FBL by PCGS?

According to PCGS: 1-Yes, 2-No, 3-Yes (go figure).

This is PCGS definition on the website of FBL.

Full Bell Lines
Term applied to Franklin half dollars when the lower sets of bell lines are complete (FBL). Very slight disturbance of several lines is acceptable.

Does this include both sets of lines or just the lower set?

Based on the pics, I think #1 is. 2 and 3 are probably not, I would say that if one of these has FBL it is probably the #3 coin (it is hard to tell from the pics.)

Of the three I'd say #1, and possibly #2 on a good day. The PCGS standards for FBL's have wavered over the years. I've seen everything from extremely strong lines, to lines that you'd have to use an imagination to see. The latter happens sometimes with "S" mint Frankies and 1960's issues. FBL's are markers for a well struck coin, and like anything else you'll have really well defined ones at the start of a die's life, provided enough press pressure. As the die wore out, the lines would become less and less prominent, and you would therefore have some transitional coins.

It doesn't surprise me one bit. As with any other coin, you need to inspect the coin and not rely on the slab. I've seen many an MS64FBL and a few MS65FBL's that have made me wonder.

Good post - lesson learned - buy the book - then buy the coin, not the plastic

Well, I figured #1, with #3 being a possibility - but it really seems ify to me.

I wouldn't classify them as FBL either.

But I'm very fussy.
