Paypal Question

A lot of you sell online so maybe you know.
I sold a coin on Ebay yesterday. The buyer paid by Paypal yesterday. I checked Paypal account today (Ebay isn't updating wether paid or not) an found that the guy paid me again today.
Can I just return his second payment through Paypal, paying the associated fees?
Is there a non fee way to do this?
Is there any catches that will cause me grief? ie I return payment and he requests refund thru Paypal?
Two full moons in one month?
My daughter's account was froze for three months because her credit card expired, she has $600 in the Paypal account. Then when they were getting ready to release it they said she had opened another account and that that looked fishy. She has an online store, what's she supposed to do. I just don't want some of the same.

Yes, eBay is screwed up right now, so the buyer probably looked at his My eBay page thought he hadn't paid yet. On the PayPal details page for the transaction you'll find a refund link at the bottom. Just do that for the second payment and let him know he paid twice. Fees will be credited back.

I had a fellow pay me twice last week. I refunded his second payment, at his request, and paypal took fees from his payment. They charged him and not me? I figured they would screw both of us.
