Odd peace dollar

My grandpa worked at the mint and collected coins all his life. He had lots of dollars that were released in the 60s. He left me a bunch and I've completed a couple of peace dollar sets but I only have one coin dated 1964. I don't have a spot in the folder for it and I didn't find it in the redbook either.
Are my other 2 sets considered complete or do I need two more of these?

Mark, your sets are considered incomplete without these. Lucky for you I have a few extra and will sell them cheap.
