PCGS has a designation review, too. I think it is either $5 or $10 bucks.

When was the proof 2 cent piece submitted? If it is in an early holder before PCGS gave out the cameo designations then try the designation review. If it is in a recent holder perhaps they don't think it is cameo? Personally I don't resubmit coins thinking I am right and PCGS will get it eventually. The times I've tried that were a waste of money.
