Grade this 1939 rev 38 Jefferson

I bought this in a SEGS MS-67 5 full steps holder. What do you think it will grade at PCGS?

Great looking example of the reverse of 38. I think it is 66 and could go 67. This coin is an example as to why the Full Step issue is something that needs to be re-evaluated. I know that I have not made friends with this view but considering this designation really doesn't provide a more complete diagnostic measure for the completeness of the reverse strike, then perhaps the time has come to consider something else. Full Monticello?

The photo of the steps do not do them justice. There are 5 full steps. The coin graded ms-66fs at PCGS. That ends a 2 year search for a full step specimen that would grade full steps at PCGS.

What's the difference between a rev 38 and 39?

The 1939 reverse was modified to show more sharply defined steps. The 1938 reverse has wavey indistinct steps. The 1939 is very common in full steps with the 1940 reverse, but very rare in full steps with the 1938 reverse. The population report is incorrect because any 1939 graded before PCGS recognized the two different reverses is placed under the 1938 reverse listing.
