Sellers BEWARE! Pay Pal Chargebacks

Well, this is the second time I have lost a Pay Pal dispute.
The first one, the buyer claimed the item was damaged. Of course, I always put that stuff in my listings that says "not responsible for uninsured items." That doesn't matter with Pay Pal. They just want proof of shipment. So my first lesson I learned is to at least put Delivery Confirmation on everything.
The second, the buyer was an international bidder. After tracking the item it still has not shown delivery, so per Pay Pal rules, I lost again.
So if you are a seller here are some tips:
1. Send only to confirmed addresses. Pay Pal will not cover you for this if you send to an unconfirmed address. (I'm really not sure how they protect the seller, but I know this is one way they won't.)
2. Insure everything. That stuff you see in all of those auctions that says "Not responsible for uninsured items is Bull" If they accept Pay Pal and the item is lost, then the seller cannot provide proof of delivery and therefore Pay Pal will refund the buyer.
3. Delivery Confirmation. I think over the 3 years I have been selling on Ebay, I can only remember 1 package that was lost. So you must provide ONLINE proof of delivery.
4. Do not accept Pay Pal on International shipments. Pay Pal says that when you ship internationally that you are outside of the seller protection guidelines.
5. Well, I'll post more when I loose my next buyer complaint and, of course, LOOSE.

Now as for being a seller Im about to stick my toe in that water in the coming weeks. After reading the boards here it is only common sense to pay an additional "X" amount of dollars to have a package shipped with DelivCon/POD. Its getting to "bad" out there to NOT pay a little amount for a POD/Deliv Con.
Now the damaged part I feel if the customer does not elect to pay for anything damaged in shipment they must be addressed with the carrier.
You will always find xxxsitesucks, blows, bites sites when dealing with public interest "companies".
Fact of the matter it is the best way to pay/receive money in this type of environment.
I'm confuse. Does it have to be 0.55 cents (green) $249.99 and under and $1.80 (pink sig confirm) for $250 and over? Can I use the green (0.55 cents) for $250 and over? I don't get many bids when I ask $1.80 sig. confirm for $250 over. Many are just using the green label for $250 and over.
Note: KEEP the receipt for 30 days or longer. A buyer (a powerseller who uses a diff. ebay ID for buying) paid me through Paypal about $500 and after 25-28 days emailed me and asking for his cards. Take note: He never insured that $500 worth items (2 raw cards). I gave him the sig. confirm# and told him he signed the card himself. Gave link the link.
I always use delivery confirmation on all payments made through paypal. I add it to s/h. If I put it separate like "please add 0.55 for green DC" buyer ignores it.
Question for store owners or who uses different CC processing.
=> who covers in case of chargeback?
Would you be kind enough to post that Paypal 800 number (or PM me if you prefer)... I have a situation I need to resolve with a live person, but have never had the luck of finding such a number. Your help here would be greatly appreciated!

FYI Log into Paypal, click HELP in the upper right corner, Click contact us halfway down left side, and select Service Center under the Help by Phone section. So actually its three clicks total. Let us know how it ends, and if they were "helpful". I mean even if you were not happy with the outcome.

We (Chevy Chase Bank Md.) issued MC/Visas. There were "amounts" the Bank would just "eat", say up to $20. So you charged $20 was not happy abut something the Bank would credit you $20 and that would be it. It would cost to much to contact the receiver, research etc. The amount may go higher depending on yor spending habits, credit limit, time with us, etc.
Most times you would go through the process of gettig a POD. If no POD was availiable the Merchants bank may elect to "eat" the charge, or they may decide to take the money back from their customer.
Some of the stories I could tell........
Anyway it is a "crap" shoot with a lot of "veriables" that decide the outcome.

You should first contact the seller and attempt to resolve the dispute directly. If you are unable to resolve the dispute in this manner, you should file a claim with PayPal as soon as possible. PayPal will determine which coverage applies to your claim during the investigation process. Hmmmmm its getting mighty deep. Im not liking some of the stuff Im reading.
So if I say im going to send you a 24KT gold bracelet and I send you (w/POD) a 14Kt bracelet you are SOL? It gets me thinking..... I dont know now. Im just going to have to say watch your butt ladies and gentlemen. While a "good system" it still appears to have some major flaws.
Well I just dropped over $700 on cards. Im (not to mention my wife) is goin gto be pretty POd if it is "not as described".
Now with Credit Cards you can file a claim for "not as described". Im going to have to check with American Express and find out what "recourse" I have if something like this happens......
