For the Library of Coins set, these are currently in the thick NGC holders. (for the time being)
Grades opinons? And will those spots dip out?

both look 63/64 in the photo...... I don't think it'll dip out....

if they are in NGC holders....my guess is:

Top:MS64
Bottom: MS65
