1963 Full Step Jefferson (Proof???)

What do you Jefferson experts think of this Proof Jefferson. The seller states it is a mint set, but it looks like a proof set to me. The Franklin even has a cameo obverse!

It is a nice looking proof Jefferson. Cost you about $1 from most dealers. All proof Jeffersons should have 5 five steps if not 6 full steps, that is what proof coins are.

You can tell that it is a proof set with the metal Philadelphia token. Mint sets have plastic tokens, I believe.

Funny that they even state that it is "NOT A PROOF". Just for fun I e-mailed the seller...... I'm sure they will tell me that I am wrong - we'll see.

It's hard for me to believe that this seller made an "honest" mistake. Looks like an attempted ripoff again. The forum comes to the rescue!

I found his eMail to be credible. He said it was part of a larger purchase and had no outer envelope, so he didn't know if it was proof or mint and took a guess. Sometimes these things are simple ignorance.
