It's toned. Have you ever seen a white MS69 Merc?

Toning covers hits
Fairly beautiful looking coin... but it's also in NGC, and I think some times NGC is a little looser with toned Mercs. PCGS is tighter on the grade if the coin is toned, and could possibly be hiding some hits...
