Where are all of the American Silver Eagle MS70's?

I find it hard to believe that after all these years of grading American Silver Eagle Bullion Dollar coins, that there are only 12, yes 12 in MS70.
Doesn't anyone else find this fasinating to say the least.
There are countless PR70DCAM's and I know that they are minted different, but you would think that there would be 1 or 2 a year, but for the last 5-6 calendar years there isn't one.
Where are they?
What is the reason for no MS70's?
