Do all cards with buy back Serial Numbers need a certificate?

I think I saw this question posted once before but I can't find the post.
I have two cards a Johnny Unitas and Walter Payton with the serial number hand written in ink.
Am I missing the COA or anything to show these cards were buybacks?
