    Doesn't to me. The mintmark position looks too low and the secondary mintmark doesn't look right. Is that a reprocessed cent?

    Good chance that's the shadow doubling that happens frequently with 1943 cents. Reason is most likely worn dies due to striking steel planchets with steel dies. The dies also seemed to rust more easily than other years as well, also causing a problem with die erosion.
