guaranteed turnaround time or maybe not?

I recently joined PSA, got my membership kit in the mail, picked out what I thought were 10 of my best cards and sent them off to PSA. That was Febuary 12th. The tracking number shows they got there on the 18th. Now my question is, that I see in the "what you get with the membership" includes a "guaranteed 7 business-day-turnaround ($175 value)"
* 10 complimentary grading submissions - guaranteed 7 business-day-turnaround ($175 value)
* 2-year subscription to Sports Market Report ($98 value)
* 2-year subscription to the PSA Population Report and SMR Online ($79 value)
* Plus monthly grading specials!
But if you read the fine print, guaranteed turnaround times exclude grading specials and complimentary submissions.
*Guaranteed Turnaround Times
The turnaround guarantee assures you that PSA will have grades available in the specified number of business days following the day we receive your order. The number of days it takes for any delivery agency (U.S. Mail) to return graded cards to the submitter is not included in the number of days allotted to PSA’s turnaround guarantees. If PSA fails to meet the turnaround guarantees on paid submissions, you will receive an invoice good for a like number of submissions; this excludes grading specials and complimentary submissions.
**Discounts not applicable to show prices and/or specials.
So is it Guaranteed or not? And should I call up and say something?

welcome to the boards
<< <i>I did call, and they said the package was there, but not "checked in" yet. Also has anyone had a case where the guaranteed turnaround time was not made and that PSA made good on it? >>
Mike,
First you should read this THREAD about this topic
that helps explain the current problems...
but also read this notice from CAROL (psa employee)
about The MOST IMPORTANT PART
for submitting an order, ESPECIALLY for
orders with short turnaround times
or specials!
Just a reminder for everyone out there.
Please mark the service level on the outside of the package where it is easily seen.
We've always asked that people do this but the majority don't.
The reason behind this, if you have an express order that is
clearly marked, the receiving department can grab that package first.
Also, we are doing everything possible to get caught up as quickly as possible.

Luckily thats not how it works, if you mark 5 day special or express on the package , it will get put in the system by the day after it is received.
