Who needs "permission" to buy cards?

A dealer friend of mine was busting my chops to a degree because I need to ask my wife for permission to buy cards that will take me over my allotted budget. The budget is not really "monitored" but controlled to a degree. If I spend 150 per month on a 100 budget - OK. But if I spend 350, well, I need permission ....
