1964 proof sets?

I have 1 question and seek an opinion on another thought.

Question: What is the chance of finding an AH Kennedy in a sealed(?) proof set. (my name is not Russ or Madmarty)image

But I welcome and look forward to there opinions.

Opinion needed: Ebay seller has some sealed? proof sets up for auction so I emailed him and asked how he is certain the sets are sealed and if he was the one who purchased them from the mint. His answer was yes he did and they have been stored ever since in his possession. Do you think he is telling the truth? Could anyone have these sealed proof sets and NOT open them.

    Substantially lower than finding one in an opened set. You're probably looking at two per 100 sets on average. Of course, sometimes if the group of sets all came from the same original source and were ordered from the mint at the same time, you can hit the jackpot. Rare for that to happen, though.

    Slim to none! Remember most of the proof sets on E-Bay are Repacks. I have had much better luck trying to snipe them from Russ on pictured sets or finding them at dealers.
    It is not exactly cheating, I prefer to consider it creative problem solving!!!

    I dont know about this e-bay seller but I proof sets that I have bought from the mint unopened.Could be an honest person,there are some.
