1967 Babe Ruth cards?

Hey guys.
I had a gentlemen walk into my shop today with 2 supposed 1967 Babe Ruth highlight cards of some sort. They were both only in VG shape so it's not really a big deal, just wondering if these things are legit or counterfeit's made while the boom was on (he claims to have purchased them in 1991). The border's look like 1967 Topps but Beckett does not list them or even mention them--anyone have any insight to these.

1967 VENEZUELA TOPPS BASEBALL
Backs are horizontal rather than the vertical US issue and they are printed in black on two shades of green.
Cards 1-138 are minor leaguers and Hispanic players active in Latin Winter League ball; numbers 139-188 are former big league
stars with the word "RETIRADO" on the card front; numbers 189-338 are contemporary major league players and fronts are
parallel to the US issue.
They mirror photos of Topps, years are: 1959,1960,1962,1964,1966, and 1968, and stickers in 1972 (different than Topps) and 1977. The 1967 Retirado is different from the regular Venezuelan of the same year as they feature HOF players (e.g., Musial, Cobb, etc.) and minor league cards (kinda cool since photos are different than those of Topps of the same year.) Cards were also produced in 1970, but with no licensing from Topps, many of cards depicted MLB players who played Winter ball in Venezuela.
It’s difficult to tell the difference between Topps for 1959, 1960, 1964, and 1966. Easier for 1962 and 1968, easiest for 1967.
Cards demand a definite premium, however, there's only a small crowd who's interested.

these woodgrain cards?
'60 is the one that scares me to deal with. Does anyone here have a good way to tell from a scan whether one of those cards is Topps or Topps Venezuelan?

Those are only worth like $20. in NM condition. I sold one on ebay awhile back a PSA 8 and got like $23.00 for it.
