Question about '84 Topps Nestle

I know these can be found in uncut form, and back in the day, a dealer had the sheets broken down, but were they all originally issued as such? PSA grades them but I'd hate to have them both ways, and have it be up to me to tell whether they were cut at Topps or after the fact. Any info would be greatly appreciated.

I have one 84 Gwynn in a PSA 9 holder that I'll probably keep for a while because of this fact.

Before Peter Ma was cut from PSA's staff, he told me that PSA would not be grading these, after some discussions that went all the way up to the top.
I have the three Schmidt cards from that set in PSA 10 or PSA 9 holders, but they are all very old at this point. Since PSA grades other hand cut issues, I don't understand why these can't be labeled as "1984 Topps Nestle - hand cut", as long as they measure correctly.
