The report does say they received steroids and HGH (human growth hormone), but there is a big difference between the two.
Steroids, including the new one (THG) are banned by baseball, and almost every other sport. They are illegal in many countries.
HGH is not banned, and it is not illegal in the USA. You can go to your doctor and receive HGH therapy, many wealthy Americans use it as an anti-aging treatment. (It only costs $5000 per treatment!) The treatments are only effective for people going into their 30's (and up), when natural levels of HGH start to decrease.
I've been saying for two years now Bonds in on HGH, (Notice the increase in his hat size!) But technically, if he only took HGH, he's not cheating.
also, if he was taking steriods before late 2002, then he wasn't cheating either, as they were not banned until late 02. whether they are taboo or not doesn't matter as he wasn't breaking any rules of MLB.
didn't mcgwire admit to taking androstenedione? which at the time was not illegal. i think bonds would have better PR if he admitted it (assuming he did use) being that it was not illegal by MLB.
