Does eBay ever run Featured listing promotions?

Just wondering--do they ever lower the price, or is it always $20?

    They have 2 day promotions on different upgrades from time to time, I don't know if I ever saw them do a featured listing promo before.

    I bought 2 this weekend. One I lost $31 and other $57
