PSA Grading Change

I know in a parallel universe in a Galaxy far, far away, this question has probably been asked before - so I will apologize now.
Has anyone re-submitted a card to PSA and got them to Upgrade their card(s).

I have not done this, but there has been multiple posts on this subject. Apparently this is pretty common practice and sometimes the same card is cracked out and resubmitted numerous times. This has led some to question the accuracy of the population report.
