Serial numbers, redux

The thread on PSA serial numbers intrigued me. Please LMK if I understand the theory correctly.

If, say, I want to buy a 1978 Eddie Murray Rookie Card in PSA 9, which SMR's at $400, should I offer to pay according to this scale:

xxxxxxxx $400
0x00xxx $450
0x0xxxxx $375
0xxxxxxx $425

Or, (as I suspect), is this serial number stuff all Urban Legend?

Its probably worth the effort to take a look at the card while you're studying the serial number
