Identity of coin please

Does anyone know what coin this could possibly be-

It has the typical two headed Eagle with a small crown overhead of them both with a small two sided banner that comes down to each of the Eagles heads. The shield in the middle is split down the middle with what looks like a lion standing up on the one side, and just lines I believe on the other. The feet of the Eagles are holding a sword in one side and a ball with a cross on the other foot. I know this looks like a German or Prussian piece. On the reverse it says 1895 and the number 2 with a small half wreath under the two and a larger thinner wreath around the whole reverse side of the coin. It looks like copper but I cannot tell. I do not have a 1800's Krause manual and could not find the obverse in the quik identifier of the 1900 Krause. Any help with this would be appreciated. Sorry for the terrible word picture I just gave.
