Hi David,
What is the most important grading factor when it comes to the MS65 grade ; strike, luster or marks (tics and dings)? Is the most important grading factor the same for MS66 and MS67 as it is for MS65?

There are four things that are important for MS65, 66, and 67 coins: marks, strike, luster, and eye appeal. All four are important. In some ways they are equally important but in some ways they aren't. Marks are only important if they are too many of them or they are in a very prominent place. Strike is only important if it's significantly weak, or off the charts sharp. lack of luster detracts, while blazing luster can add a lot.
We used to have a saying in the grading room about eye appeal...
Eye appeal adds a little and forgives a lot.
I guess I feel all four things are equally important.
