Is this dip wash?

I just had a simple question concerning a Teletrade auction. The auction in question is

Is that dip wash in the center of the reverse of the Kennedy DCam?

Actually it is dip retoning from an incomplete rinse. Same thing with the yellow brown areas on the obv portrait.

I kinda a thought that it looked like dip residue like you said from an incomplete rinse. What is the proper way to rinse a coin after it has been dipped?

nno, it's machine oil residue just as was taken out a a proof set and slabbed, no dipping involved

Bad rinsing does will make areas that look a lot like that though, rdunnit.

The reason I mentioned it was that I have practiced on a few coins not worth much and they ended up looking like that one. Do you know the proper way of rinsing a coin after it has been dipped? I have read a lot of stuff about it but it seems like opinions vary.
