I got back two circulated 1946 DDR Walkers from PCGS this week... one was a stone-original piece I thought would go 35/40. The other one I worried might get body-bagged for being too blast white, flashy and lustrous, otherwise it was AU-something:
Is this a case where the graders decided the coin has been cleaned, but was too nice not to put in a holder? The scans don't even begin to show how flashy and lustrous the "VF35" is.

When in doubt, don't.

It's hard to tell from the scan, but it seems to me that the white 35 has more wear. Check out the line on the breats. It looks like there's a lot less size to the 35 breasts than the 40 breasts.
