I did not see any wear so that I don't believe it is an EF or an AU coin.
Whether it is an MS67, I need to see the coin. If the coin has great luster under the original toning, there is a shot to MS67.
I don't believe the coin could be ever into a PCGS MS67 holder.

Even if it is a nice coin, don't you need a full strike for a MS67. That coin does not look fully struck to me. JMHO.
I don't know how NGC is with SLQ's. I have one 65 that is accurately graded. Their Wasington Q's are a little loose, in my opinion.
But I don't think they're XF to MS67 loose, though
Might be a bad picture, but the coin leaves me unimpressed.

If you are really in the SLQ series, then you know there is no fully struck Type II SLQ coins. Even the MS69 one did not have full strike on horizontal lines.
Whether the coin is MS67, everyone will have different opinion. After examining over 1000+ mint state SLQs, I can tell you that you don't find such kind of condition SLQ everyday. Based on the photo, I grade the coin a solid 6.

I think the strike is really soft. Poor detail in the gown & around the rims on both sides. No way a 67 unless the
pic is really that bad. But then again, a 67 SLQ should look good even in a bad pic.
