What does PCGS Mean when they give you a DNC?

It says that it does not cross over. Why would a coin not cross over? it's in a holder, it's a coin, you break it out like any other coin, and grade it--what am I missing here? Are they saying that the grade was too low to cross over or what? I'm confused and a bit frustrated.

If they find problems they won't cross it.
Perhaps they grade it lower than the other company, perhaps they think it has been cleaned or altered, that the color is questionable, etc. - any number of reasons.
Other wise it didn't meet the grade you specified or has problems.
