blank penny planchets

image Hello all, I found three blank penny planchets in my grandfathers lot of coins and was just wondering if they are worth anything? How do these blank coins get out of the mint with no strike on them? Are these considered error coins? Just curious I found this rather interesting. Any info would be greatly appreciated.
