Lincoln cent wide AM variety grading

I've seen PCGS holder the Lincoln 1998-2000 wide AM cents with both the reverse and obverse on the label side. Which is the default holdering? I've also seen many of the wide AM cents with obverse spots and was curious if the reverse is the primary side graded with the obverse being used as the decision for plus, minus or no grade change?

    We've experimented with holding the reverse on front because it's the "variety side." There is no default side, but we probably should holder obverse up as holding reverse up would be inconsistent with everything else we've done.

    The graders take both sides into consideration.
