i just sold an 8 on ebay for 12.50. no big deal except that i paid about $3 for it a year ago. maybe people are just interested in 83s right now. the prices have been up lately for boggs, gwynn, and sandberg. heck, i got rid of an 8 mcgee rc for $5. the 8 gwynn i had just sold for $33 (for an 8!!) which i paid about $12 for at the same time i got the sandberg. i guess it depends on who wants what at that time.

As a Cubs fan, and with Sandberg being my favorite player I still need to pick up a PSA 9 Topps rookie. I have an ungraded one, but I don't know if it would grade an 8. The crown jewel of my Sandberg collection is a PSA 9 1993 Finest refractor. I got it about two years ago. The last one I saw on ebay went for something like $400, more than 2x what I paid for mine. This has got to be the result of the anticipation for his election to the Hall (it's only a matter of time). I gotta believe that the 83 is going to come down in price though. I haven't been watching them, but I didn't bother picking up a 10 or a 9 yet, because I figure there is enough product out there that will grade high enough that the pop reports will increase eventually.
