I have a dozen or so of these in very nice condition, including Bart Starr and Bobby Layne. My question is does PSA grade these and is there any market or demand for them.

Are you sure that is the reason it got a PSA 3? That doesn't sound right if it was issued that way.
My 1971 Topps Scratch-offs Willie Stargell got a PSA 7 and it was folded in half and inserted into a pack:
Why the double standard? I would question PSA on that one. It sounds like a grader didn't know what he was looking at.
I'm not familiar with the Football version, but Topps also issued "Baseball Bucks" in 1962 and they were sold separately (i.e. not inserted into packs). Centering is usually the determining factor in the low grading of these. Are you sure the "Football Bucks" weren't sold, unfolded, in separate packs as well?

All of mine have the fold the was needed to fit them in the pack, but I don't think they should
downgrade for that. 1955 Baseball Doubleheaders dont appear to be downgraded for their
fold. Maybe I'm wrong on this, I don't know.

Yes, they do come up fairly frequently on ebay. I've purchased lots of them, as well as individual cards - only if they clearly state that the inside has not been scratched off. I submitted this one to PSA a few months ago. It's the best example of the Stargell that I've found so far. I can't imagine a card from this issue grading higher than an 8. The way they were perforated and folded makes it a nightmare to get a high grade - plus, most were probably scratched off when they were pulled from packs. I still need a gradeable copy of the 1970 Scratch-off Stargell. It can be differentiated from the 1971 card by a white background on the scratch-off side (the 1971s are red). Let me know if anyone has a nicely centered, unscratched 1970 version.

I was unaware that Topps was grading either of these two issues. I had a 70 pack with the seal pop'd a very months ago. Only got four 8's (due to centering) though the rest are sharp. I just had the Scratch off lying there wondering what I would do with it. Now I know. I will send it in. Sorry JEB, it is not a Stargell. I will probably keep it in my pile of "why do I have this".
Regarding the Bucks: Baseball was a seperate issue. The wrapper is well know and relatively inexpensive. The display box is unbelievably tough though. Centering is a primary issue on the set as well as the very fragile corners.
The FB issue was folded and inserted into regular wax packs from the that year. It is listed on the front of the harder of the two wrapper variations from that year. It seems to have been a "late in the year issue" as there are not very many bucks by comparison to the card totals. Unopened packs have been found with that wrapper and appear to be re-wrap's of some kind. One that I am aware of being opened had a "st" card in the middle. The buyer, who opened complained. He got three SP's, a Layne and another star who I do not remember. All the cards were exceptionally clean.
