So what's this grading service? Certified genuine? By whom?

That's a CoinWorld holder... then again, the seller just won the most recent round of the PCGS World Series of Grading

Not a grading service, he slabbed it himself. Probably ungradable due to cleaning or damage.

I agree with Russ. They are certifying it themselves, so a buyer will have to determine how much confidence to place into their certification.
