Submitted a coin for PCGS regrade...no grade change but new cert. #...Standard procedure?

I wasn't sure if PCGS accidentally didn't change the grade of a coin I had sent to have possibly upgraded but it came back to me with the same original grade but with a new certification number. I wasn't sure if this was standard procedure. Why would they have to change the cert. # if the grade wasn't upgraded? Any insights? Should I resubmit the coin or is this possibly a "mechanical" error on their part? Thanks for any advice. This is my first entry into the forum after spending many enjoyable months reading and learning from all of you.

If you simply have a coin reholdered, no; however, if you qualify to have a Registry set pedigreed, you have a choice of keeping the current cert#s, or having the coins in the set consecutively numbered.
