PCGS State 25c Flag Holders

Does PCGS Always flag 25c submissions in the flag holders or is it something you have to specify? Is there a collectors club at PCGS to sign up for new flag case quarters as they are being released? I have just stated collecting these and want to make sure that I can complete the set with uniform cases?
Any info or help.much appreciated.

Best to call the 1-800 number and ask. I don't think collector club members can get them
