BUBBLE/BLISTER Question

How would PSA grade a card if the card had all of the characteristics of an 8, but yet it had one of those blisters or bubbles on the surface? I see alot of cards from the 70's this way. Sometimes you can only see them if it is in the right light.

    Last year, I took a card to the National that had a bubble on it.

    I asked a person at the counter how high the card could grade,
    so they took it back behind the 'secret curtain' for a grader to look at.

    Came back and said the highest it could grade with a surface bubble is PSA 7.
