Membership upgrade certificates??

I see the new memberships can include upgrade certs. What do these work for and can they be used individually or in groups of four like the free submissions??

I saw that when I renewed, though I didn't choose that option.

It wasn't real clear, but my guess is that it upgrades your service
level one notch for four coins. I've no idea if you have to use them
all at once.
