are proof sets any less valuable if they do not have the specs card or box with them ?

If you bought the set from a local dealer I would try to get the spec card that goes with it. A dealer may give you a spec. card from a broken set. Another option is to have your set slabbed. Most collectors like to have the original pakaging with thier sets but a slabbed set may sell easier later on. However, slabbing may not be worth it if it's not a popular set. Check to see if your set is worth it first.
